T\u00fcrkiye&#8217;de de \u0130zmir, \u0130stanbul (Ambarl\u0131, Haydarpa\u015fa), Mersin ve \u0130skenderun gibi b\u00fcy\u00fck liman komplekslerinde her y\u0131l onlarca ciddi i\u015f kazas\u0131 raporlanmakta; bunlar\u0131n \u00f6nemli bir k\u0131sm\u0131 kal\u0131c\u0131 sakatl\u0131k veya \u00f6l\u00fcmle sonu\u00e7lanmaktad\u0131r.<\/p>\n<h2>Liman \u0130\u015f Kazalar\u0131n\u0131n Temel Kategorileri<\/h2>\n<p>Liman ortam\u0131nda meydana gelen i\u015f kazalar\u0131; ekipmana, operasyona ve \u00e7al\u0131\u015fma ko\u015fullar\u0131na g\u00f6re birka\u00e7 ana kategoride incelenir. Bu kategorileri do\u011fru tan\u0131mlamak, hem \u00f6nleyici tedbirlerin belirlenmesinde hem de kaza sonras\u0131 sorumluluk tespitinde kritik rol oynar.<\/p>\n<p>\u0130lk ve en yayg\u0131n kategori <strong>konteyner elle\u00e7leme kazalar\u0131<\/strong>d\u0131r. \u0130stif makineleri, RTG (kau\u00e7uk tekerlekli portal vin\u00e7ler) ve spreader sistemlerin yanl\u0131\u015f kullan\u0131m\u0131, zeminden d\u00fc\u015fen konteyner k\u00f6\u015felikleri veya kilitlenmemi\u015f twistlock ba\u011flant\u0131lar\u0131 bu grupta de\u011ferlendirilir. \u0130kinci b\u00fcy\u00fck kategori ise <strong>vin\u00e7 ve kald\u0131rma ekipman\u0131 kazalar\u0131<\/strong>d\u0131r; y\u00fck kapasitesinin a\u015f\u0131lmas\u0131, tel kopmas\u0131 veya operat\u00f6r hatas\u0131 bu grupta s\u0131kl\u0131kla g\u00f6r\u00fcl\u00fcr. <strong>Halat ve sapan ar\u0131zalar\u0131<\/strong> \u00fc\u00e7\u00fcnc\u00fc \u00f6nemli kaza kategorisini olu\u015fturmakta olup bu t\u00fcr kazalar \u00e7o\u011fu zaman ani ve \u015fiddetli sonu\u00e7lar do\u011furur.<\/p>\n<h3>Konteyner Kazalar\u0131: Mekanizma ve Sonu\u00e7lar\u0131<\/h3>\n<p>Konteyner elle\u00e7leme s\u0131ras\u0131nda meydana gelen kazalar\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011fu iki temel mekanizmaya dayan\u0131r: <em>konteyner d\u00fc\u015fmesi<\/em> ve <em>konteyner devrilmesi<\/em>. Spreader kilit ar\u0131zas\u0131 nedeniyle havada as\u0131l\u0131 kalan bir konteynerin zemine d\u00fc\u015fmesi, etraf yar\u0131\u00e7ap\u0131ndaki t\u00fcm personel i\u00e7in anl\u0131k \u00f6l\u00fcm riski olu\u015fturur. Standart bir 20 tonluk dolu konteyner, yaln\u0131zca 3 metre y\u00fcksekten d\u00fc\u015f\u00fc\u015f\u00fcnde bile zemin \u00fczerinde yakla\u015f\u0131k 600 kN anl\u0131k kuvvet \u00fcretmektedir.<\/p>\n<p>Twistlock sistemleri, konteynerlerin birbirine ve ta\u015f\u0131ma ara\u00e7lar\u0131na ba\u011flanmas\u0131nda kullan\u0131lan kritik emniyet elemanlar\u0131d\u0131r. Kilitlenmemi\u015f veya hasarl\u0131 twistlock&#8217;lar, vin\u00e7 kald\u0131rma s\u0131ras\u0131nda konteynerin y\u00fck zincirinden kopmas\u0131na yol a\u00e7abilir. T\u00fcrkiye&#8217;de ve d\u00fcnya genelinde bu nedene ba\u011fl\u0131 onlarca \u00f6l\u00fcml\u00fc kaza kay\u0131t alt\u0131na al\u0131nm\u0131\u015ft\u0131r.<\/p>\n<h3>Vin\u00e7 Operasyonlar\u0131nda Risk Fakt\u00f6rleri<\/h3>\n<p>Liman vin\u00e7leri (STS \u2014 Ship To Shore vin\u00e7ler, mobil kule vin\u00e7ler ve RTG&#8217;ler), nominal kapasitelerinin y\u00fczde y\u00fcz\u00fcne veya daha fazlas\u0131na yak\u0131n \u00e7al\u0131\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda statik ve dinamik y\u00fck dengeleri bozulabilir. <strong>Dinamik ek y\u00fck katsay\u0131s\u0131<\/strong> olarak bilinen bu olgu, \u00f6zellikle deniz dalgalanmas\u0131 ya da r\u00fczgar nedeniyle sallanan y\u00fcklerde vin\u00e7 kapasitesini pratikte y\u00fczde 20-30 oran\u0131nda azalt\u0131r. Operat\u00f6r bu hesab\u0131 yapamaz veya yapmaz ise tel veya sar\u0131m tamburu ar\u0131zas\u0131 ka\u00e7\u0131n\u0131lmaz olabilir.<\/p>\n<p>Vin\u00e7 operat\u00f6rlerinin g\u00f6r\u00fc\u015f a\u00e7\u0131s\u0131n\u0131n k\u0131s\u0131tl\u0131 olmas\u0131, \u00f6zellikle altta \u00e7al\u0131\u015fan i\u015f\u00e7ilerin tehlike alt\u0131na girmesine neden olur. Zemin personelinin kald\u0131rma b\u00f6lgesinde bulunmas\u0131 <em>prohibited zone ihlali<\/em> olarak s\u0131n\u0131fland\u0131r\u0131l\u0131r ve pek \u00e7ok \u00fclke mevzuat\u0131nda a\u011f\u0131r cezai yapt\u0131r\u0131mlara ba\u011flanm\u0131\u015ft\u0131r. T\u00fcrkiye&#8217;de 6331 say\u0131l\u0131 \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Kanunu kapsam\u0131nda vin\u00e7 b\u00f6lgesi koridorlar\u0131n\u0131n \u00e7al\u0131\u015fma s\u00fcresince kapal\u0131 tutulmas\u0131 zorunludur.<\/p>\n<h2>\u00c7elik Halat ve Sapan Kaynakl\u0131 Liman Kazalar\u0131<\/h2>\n<p><a href=\"https:\/\/celik-halat.com\">\u00c7elik halat<\/a> kaynakl\u0131 kazalar, liman ortam\u0131ndaki en tehlikeli ve \u00f6ng\u00f6r\u00fclmesi en g\u00fc\u00e7 olay t\u00fcrleri aras\u0131ndad\u0131r. Bir \u00e7elik halat koptu\u011funda depolanan elastik enerji, halat\u0131 y\u00fcksek h\u0131zda (bazen 200 km\/sa&#8217;y\u0131 a\u015fan) \u00e7evreye f\u0131rlat\u0131r. Bu serbest kalan enerji, birka\u00e7 metre mesafede bulunan bir i\u015f\u00e7iyi \u00f6ld\u00fcrebilecek kinetik g\u00fcce sahiptir.<\/p>\n<p>Liman ortam\u0131nda s\u0131k\u00e7a kullan\u0131lan <em>tel \u00e7ekme halatlar\u0131<\/em>, <em>ba\u011flama halatlar\u0131<\/em> ve <em>kargo sapanlar\u0131<\/em> a\u015f\u0131nma, korozyon, k\u0131vr\u0131lma hasar\u0131 (kinking) ve a\u015f\u0131r\u0131 y\u00fcklenme gibi fakt\u00f6rler nedeniyle plans\u0131z olarak kopabilir. Bu durum, kald\u0131rma ekipman\u0131 g\u00fcvenli\u011fine yat\u0131r\u0131m yapman\u0131n hem etik hem de ekonomik a\u00e7\u0131dan en kritik alan oldu\u011funu g\u00f6stermektedir.<\/p>\n<h3>D\u00fcnyadan \u00d6rnek Olaylar<\/h3>\n<p><strong>Rotterdam Liman\u0131, 2019:<\/strong> Bir STS vinci, yakla\u015f\u0131k 35 ton a\u011f\u0131rl\u0131\u011f\u0131ndaki \u00e7ift konteyneri kald\u0131rma s\u0131ras\u0131nda spreader spreader kilit ar\u0131zas\u0131 ya\u015fad\u0131. Konteynerler 12 metre y\u00fcksekten zemine d\u00fc\u015ft\u00fc; neyse ki o an kald\u0131rma b\u00f6lgesi bo\u015falt\u0131lm\u0131\u015ft\u0131 ancak malzeme hasar\u0131 milyonlarca Euro&#8217;ya ula\u015ft\u0131. Zemin ta\u015f\u0131ma kapasitesinin vin\u00e7 ayak bas\u0131n\u00e7lar\u0131yla e\u015fle\u015ftirilmemesi bu t\u00fcr kazalar\u0131n en yayg\u0131n sebebi olarak kay\u0131tlara ge\u00e7mi\u015ftir.<\/p>\n<p><strong>Los Angeles Liman\u0131, 2018:<\/strong> Bir konteyner gemisinin bo\u015falt\u0131lmas\u0131 s\u0131ras\u0131nda kullan\u0131lan 6 kollu \u00e7elik halat sapan\u0131 kopt\u0131. Tel kopma sesi ve halat hareketi etraf\u0131ndaki \u00fc\u00e7 i\u015f\u00e7iyi yaralad\u0131; birinin kolu ciddi bi\u00e7imde kesildi. Olay incelemesinde halat\u0131n son muayene tarihinin 18 ay \u00f6ncesine ait oldu\u011fu ve kinking hasar\u0131n\u0131n g\u00f6rsel olarak g\u00f6zlemlenebilir d\u00fczeyde oldu\u011fu saptand\u0131.<\/p>\n<h2>Yasal D\u00fczenlemeler ve Standartlar<\/h2>\n<p>T\u00fcrkiye&#8217;de liman i\u015f g\u00fcvenli\u011fi ba\u015fta <strong>6331 say\u0131l\u0131 \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Kanunu<\/strong> olmak \u00fczere \u00e7e\u015fitli alt mevzuatla d\u00fczenlenmektedir. Kald\u0131rma ve ta\u015f\u0131ma ekipmanlar\u0131na \u00f6zg\u00fc y\u00fck\u00fcml\u00fcl\u00fckler ise <em>\u0130\u015f Ekipmanlar\u0131n\u0131n Kullan\u0131m\u0131nda Sa\u011fl\u0131k ve G\u00fcvenlik \u015eartlar\u0131 Y\u00f6netmeli\u011fi<\/em> (29328 say\u0131l\u0131 RG) ile belirlenmektedir. Bu y\u00f6netmeliklere g\u00f6re t\u00fcm kald\u0131rma ekipmanlar\u0131 periyodik muayeneye tabi olup muayene d\u00f6nemleri ekipman tipine g\u00f6re 1 ila 12 ay aras\u0131nda de\u011fi\u015fmektedir.<\/p>\n<p>Uluslararas\u0131 alanda ise <strong>ILO S\u00f6zle\u015fmesi No. 152<\/strong> (Liman \u0130\u015flerinde \u0130\u015f G\u00fcvenli\u011fi ve Sa\u011fl\u0131\u011f\u0131) ve <strong>IMO ISGOTT<\/strong> rehberleri, liman i\u015fletmecilerine y\u00f6nelik standart \u00e7er\u00e7eveyi olu\u015fturmaktad\u0131r. Avrupa Birli\u011fi normlar\u0131n\u0131 esas alan T\u00fcrk mevzuat\u0131, halat ve sapan ekipman\u0131 i\u00e7in EN 13414 ve EN 818 serisi standartlar\u0131na at\u0131fta bulunmaktad\u0131r.
