Sekt\u00f6rde \u00e7al\u0131\u015fan herkes \u2014 operat\u00f6rden i\u015f g\u00fcvenli\u011fi uzman\u0131na, sahip firma y\u00f6neticisinden ekipman tedarik\u00e7isine kadar \u2014 bu riskleri tan\u0131mal\u0131 ve gerekli \u00f6nlemleri \u00f6nceden almal\u0131d\u0131r.<\/p>\n<h2>T\u00fcrkiye&#8217;de Vin\u00e7 Kazalar\u0131 Ne Kadar Yayg\u0131nd\u0131r?<\/h2>\n<p>T\u00fcrkiye, in\u015faat sekt\u00f6r\u00fcn\u00fcn h\u0131zla b\u00fcy\u00fcd\u00fc\u011f\u00fc bir \u00fclke olarak vin\u00e7 kullan\u0131m\u0131nda Avrupa&#8217;n\u0131n en y\u00fcksek hacimlerine sahip \u00fclkelerinden biridir. \u0130stanbul, Ankara, \u0130zmir ve Bursa gibi b\u00fcy\u00fck \u015fehirlerdeki yo\u011fun yap\u0131la\u015fma faaliyetleri, kule vin\u00e7leri ve mobil vin\u00e7lerin giderek artan kullan\u0131m\u0131n\u0131 beraberinde getirmi\u015ftir. Bu yo\u011funluk, kaza riskini de orant\u0131l\u0131 bi\u00e7imde art\u0131rmaktad\u0131r.<\/p>\n<p>\u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131 i\u015f kazas\u0131 istatistiklerine g\u00f6re, kald\u0131rma-ta\u015f\u0131ma ekipmanlar\u0131ndan kaynaklanan kazalar t\u00fcm i\u015f kazalar\u0131 i\u00e7inde ciddi bir pay olu\u015fturmaktad\u0131r. Kazalar\u0131n yakla\u015f\u0131k <strong>y\u00fczde 60-70&#8217;inin \u00f6nlenebilir insan hatas\u0131<\/strong> ya da bak\u0131m ihmalinden kaynakland\u0131\u011f\u0131 de\u011ferlendirilmektedir. Bu oran, sekt\u00f6rde e\u011fitim ve denetim eksikli\u011finin ne denli kritik bir sorun oldu\u011funu g\u00f6zler \u00f6n\u00fcne sermektedir.<\/p>\n<h2>1. Operat\u00f6r Hatas\u0131 ve Yetersiz E\u011fitim<\/h2>\n<p>Vin\u00e7 kazalar\u0131n\u0131n \u00f6nde gelen sebeplerinin ba\u015f\u0131nda operat\u00f6r hatas\u0131 gelmektedir. T\u00fcrkiye&#8217;de vin\u00e7 operat\u00f6r\u00fc olmak i\u00e7in belirli sertifika ve yeterlilik ko\u015fullar\u0131 aranmakla birlikte, uygulamada bu ko\u015fullar\u0131n her zaman eksiksiz kar\u015f\u0131lanmad\u0131\u011f\u0131 g\u00f6zlemlenmektedir. \u00d6zellikle k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli in\u015faat \u015fantiyelerinde, e\u011fitimsiz ya da yetersiz deneyime sahip ki\u015filerin vin\u00e7 kulland\u0131\u011f\u0131na dair vakalar raporlanmaktad\u0131r.<\/p>\n<p>Operat\u00f6r hatalar\u0131 aras\u0131nda en s\u0131k kar\u015f\u0131la\u015f\u0131lanlar \u015funlard\u0131r:<\/p>\n<ul>\n<li>Vin\u00e7 kapasitesinin \u00fczerinde y\u00fck kald\u0131rma giri\u015fimi<\/li>\n<li>Sapanlar\u0131n ve kanca tak\u0131mlar\u0131n\u0131n yanl\u0131\u015f ba\u011flanmas\u0131<\/li>\n<li>Y\u00fck sal\u0131n\u0131m kontrol\u00fcn\u00fcn yetersiz yap\u0131lmas\u0131<\/li>\n<li>K\u00f6r noktalarda \u00e7al\u0131\u015f\u0131rken sinyalcisiz hareket etme<\/li>\n<li>R\u00fczgar h\u0131z\u0131 ve zemin ko\u015fullar\u0131n\u0131 g\u00f6z ard\u0131 etme<\/li>\n<\/ul>\n<p>Operat\u00f6r e\u011fitiminin standart hale getirilmesi ve d\u00fczenli yenileme e\u011fitimlerinin zorunlu tutulmas\u0131, bu t\u00fcr kazalar\u0131n \u00f6nlenmesinde en etkili ad\u0131mlar\u0131n ba\u015f\u0131nda gelmektedir. <a href=\"https:\/\/celik-halat.com\">\u00c7elik halat<\/a> ve kald\u0131rma ekipmanlar\u0131n\u0131n do\u011fru se\u00e7imi de operat\u00f6r e\u011fitiminin ayr\u0131lmaz bir par\u00e7as\u0131 olmal\u0131d\u0131r.<\/p>\n<h2>2. Y\u00fck Kapasitesi A\u015f\u0131m\u0131 (A\u015f\u0131r\u0131 Y\u00fckleme)<\/h2>\n<p>Y\u00fck kapasitesi a\u015f\u0131m\u0131, T\u00fcrkiye&#8217;deki vin\u00e7 kazalar\u0131nda en s\u0131k g\u00f6r\u00fclen teknik sebeplerden biridir. Her vincin \u00fcretici taraf\u0131ndan belirlenen maksimum y\u00fck kapasitesi (SWL \u2014 Safe Working Load) ve \u00e7al\u0131\u015fma yar\u0131\u00e7ap\u0131 de\u011ferleri mevcuttur. Bu de\u011ferlerin a\u015f\u0131lmas\u0131; halatlar\u0131n kopmas\u0131na, kancalar\u0131n deforme olmas\u0131na, vin\u00e7 kolunun devrilmesine ya da b\u00fct\u00fcn\u00fcyle devrilme (overturn) kazas\u0131na yol a\u00e7abilmektedir.<\/p>\n<p>A\u015f\u0131r\u0131 y\u00fckleme genellikle \u015fu durumlarda ortaya \u00e7\u0131kmaktad\u0131r:<\/p>\n<ul>\n<li>Kald\u0131r\u0131lacak y\u00fck\u00fcn a\u011f\u0131rl\u0131\u011f\u0131n\u0131n do\u011fru hesaplanmamas\u0131<\/li>\n<li>Bir vincin uzun mesafede ta\u015f\u0131yabilece\u011fi y\u00fck\u00fcn k\u0131sa mesafe kapasitesiyle kar\u0131\u015ft\u0131r\u0131lmas\u0131<\/li>\n<li>\u00c7oklu y\u00fck kald\u0131rma operasyonlar\u0131nda toplam a\u011f\u0131rl\u0131\u011f\u0131n g\u00f6z ard\u0131 edilmesi<\/li>\n<li>Dinamik y\u00fck etkilerinin (sal\u0131n\u0131m, ivmelenme) dikkate al\u0131nmamas\u0131<\/li>\n<\/ul>\n<p>Kald\u0131rma operasyonlar\u0131ndan \u00f6nce mutlaka bir <em>y\u00fck testi<\/em> ve kapasite hesab\u0131 yap\u0131lmal\u0131, ekipmanlar\u0131n SWL etiketleri kontrol edilmelidir. <strong>Hi\u00e7bir zaman kapasiteyi ge\u00e7en y\u00fck kald\u0131r\u0131lmamal\u0131d\u0131r;<\/strong> bu hem mevzuat gere\u011fi hem de hayati g\u00fcvenlik kural\u0131d\u0131r.<\/p>\n<h2>3. Bak\u0131m Eksikli\u011fi ve Hasar G\u00f6rm\u00fc\u015f Ekipman Kullan\u0131m\u0131<\/h2>\n<p>D\u00fczenli bak\u0131m yap\u0131lmayan vin\u00e7ler ve kald\u0131rma ekipmanlar\u0131, zamanla kritik g\u00fcvenlik a\u00e7\u0131klar\u0131na sahip hale gelir. <strong>\u00c7elik halatlar\u0131n<\/strong> a\u015f\u0131nmas\u0131, kancalar\u0131n \u00e7atlak veya deforme olmas\u0131, fren sistemlerinin bozulmas\u0131 gibi durumlar ani ar\u0131zalara zemin haz\u0131rlamaktad\u0131r. T\u00fcrkiye&#8217;de \u00f6zellikle uzun s\u00fcre kullan\u0131lan ikinci el vin\u00e7lerde bu sorunlar\u0131n daha s\u0131k g\u00f6r\u00fcld\u00fc\u011f\u00fc bilinmektedir.<\/p>\n<p>Bak\u0131m eksikli\u011finden kaynaklanan kaza t\u00fcrleri aras\u0131nda \u015funlar say\u0131labilir:<\/p>\n<ul>\n<li>Yorulmu\u015f ya da a\u015f\u0131nm\u0131\u015f \u00e7elik halat kopmas\u0131<\/li>\n<li>Kanca kilitleme mekanizmas\u0131n\u0131n \u00e7al\u0131\u015fmamas\u0131 nedeniyle y\u00fck d\u00fc\u015fmesi<\/li>\n<li>Fren sistemlerinin yetersiz kalmas\u0131 sonucu kontrols\u00fcz hareket<\/li>\n<li>Hidrolik sistemdeki s\u0131z\u0131nt\u0131lar nedeniyle ani g\u00fc\u00e7 kayb\u0131<\/li>\n<li>Yap\u0131sal \u00e7atlaklar ve yorulma hasar\u0131<\/li>\n<\/ul>\n<p>Periyodik bak\u0131m takvimlerine uyulmas\u0131, EN 13001 ve TS EN ISO 4309 gibi standartlar\u0131n gerektirdi\u011fi muayenelerin d\u00fczenli yap\u0131lmas\u0131 kaza riskini \u00f6nemli \u00f6l\u00e7\u00fcde azaltmaktad\u0131r. Zemin ve Stabilite Sorunlar\u0131<\/h2>\n<p>Mobil vin\u00e7lerde en yayg\u0131n kaza t\u00fcrlerinden biri, yetersiz zemin sa\u011flaml\u0131\u011f\u0131 nedeniyle ya\u015fanan devrilme (overturn) kazalar\u0131d\u0131r. Vin\u00e7 ayaklar\u0131 (outrigger) zay\u0131f veya batakl\u0131k zemine yerle\u015ftirildi\u011finde, vin\u00e7 y\u00fck alt\u0131nda ya da y\u00fcks\u00fcz olarak bile devrilebilmektedir. T\u00fcrkiye&#8217;nin in\u015faat sahalar\u0131nda, \u00f6zellikle dolgu arazilerde ve zemin et\u00fcd\u00fc yap\u0131lmadan ba\u015flat\u0131lan projelerde bu t\u00fcr kazalar\u0131n g\u00f6r\u00fclme s\u0131kl\u0131\u011f\u0131 dikkat \u00e7ekicidir.<\/p>\n<p>Zemin kaynakl\u0131 risk fakt\u00f6rleri \u015funlard\u0131r:<\/p>\n<ul>\n<li>Outrigger alt\u0131na uygun plaka (vin\u00e7 pedi) kullan\u0131lmamas\u0131<\/li>\n<li>Gizli bo\u015fluklar i\u00e7eren (eski temel, kanalizasyon, kanal) alanlar<\/li>\n<li>Ya\u011fmur sonras\u0131 yumu\u015fam\u0131\u015f ya da nemli zeminler<\/li>\n<li>E\u011fimli arazide e\u011fim a\u00e7\u0131s\u0131n\u0131n g\u00f6z ard\u0131 edilmesi<\/li>\n<li>Zemin ta\u015f\u0131ma kapasitesini a\u015fan y\u00fck aktar\u0131m\u0131<\/li>\n<\/ul>\n<p>Her kald\u0131rma operasyonundan \u00f6nce zemin et\u00fcd\u00fc yap\u0131lmal\u0131, gerekli hallerde zemin iyile\u015ftirmesi ger\u00e7ekle\u015ftirilmelidir. Outrigger pedlerinin boyutu, zemin ta\u015f\u0131ma kapasitesine ve vincin a\u011f\u0131rl\u0131\u011f\u0131na g\u00f6re do\u011fru bi\u00e7imde hesaplanmal\u0131d\u0131r.<\/p>\n<h2>5. Hatal\u0131 Halat ve Ba\u011flant\u0131 Ekipman\u0131 Se\u00e7imi<\/h2>\n<p>Kald\u0131rma operasyonlar\u0131nda kullan\u0131lan <strong>\u00e7elik halatlar, sapanlar, \u015faklalar ve kancalar<\/strong>, y\u00fck\u00fcn g\u00fcvenle ta\u015f\u0131nmas\u0131n\u0131n temel g\u00fcvencesidir. Yanl\u0131\u015f halat tipi, hatal\u0131 sapan se\u00e7imi ya da kullan\u0131m \u00f6mr\u00fcn\u00fc dolduran ekipmanlar\u0131n sahada tutulmas\u0131, ani kopmalara ve d\u00fc\u015fme kazalar\u0131na neden olmaktad\u0131r. T\u00fcrkiye&#8217;de \u00f6zellikle k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli i\u015fletmelerde maliyet kayg\u0131s\u0131yla standart d\u0131\u015f\u0131 ya da taklit ekipman kullan\u0131m\u0131 ciddi bir sorun olmaya devam etmektedir.<\/p>\n<p>Halat ve ba\u011flant\u0131 ekipmanlar\u0131nda dikkat edilmesi gereken ba\u015fl\u0131ca kriterler:<\/p>\n<ul>\n<li>Halat \u00e7ap\u0131 ve konstr\u00fcksiyonunun uygulamaya uygunlu\u011fu (\u00f6rne\u011fin 6&#215;36 WS, 6&#215;19 Seale vb.)<\/li>\n<li>Kopma y\u00fck\u00fc ile \u00e7al\u0131\u015fma y\u00fck\u00fc aras\u0131ndaki g\u00fcvenlik katsay\u0131s\u0131 (minimum 5:1)<\/li>\n<li>Sapan a\u00e7\u0131s\u0131n\u0131n kapasiteye etkisinin do\u011fru hesaplanmas\u0131<\/li>\n<li>\u015eaklalar\u0131n ve ba\u011flant\u0131 halkalar\u0131n\u0131n WLL de\u011ferlerinin y\u00fck ile uyumu<\/li>\n<li>Ekipmanlar \u00fczerindeki CE i\u015fareti ve sertifika belgelerinin varl\u0131\u011f\u0131<\/li>\n<\/ul>\n<p>Her kald\u0131rma ekipman\u0131, \u00fcretici taraf\u0131ndan sa\u011flanan kullan\u0131m k\u0131lavuzuna uygun bi\u00e7imde se\u00e7ilmeli ve periyodik olarak muayene edilmelidir. Standart d\u0131\u015f\u0131 ya da belgesiz ekipman kullan\u0131m\u0131 hem yasal yapt\u0131r\u0131m hem de ciddi kaza riski do\u011furmaktad\u0131r.<\/p>\n<h2>6. Hava Ko\u015fullar\u0131 ve \u00c7evre Fakt\u00f6rlerinin G\u00f6z Ard\u0131 Edilmesi<\/h2>\n<p>Vin\u00e7ler, hava ko\u015fullar\u0131na kar\u015f\u0131 son derece hassas ekipmanlard\u0131r. T\u00fcrkiye&#8217;nin hem d\u00f6rt mevsimi dengeli olan i\u00e7 b\u00f6lgelerinde hem de iklim de\u011fi\u015fkenli\u011finin y\u00fcksek oldu\u011fu k\u0131y\u0131 \u015feritlerinde, ani hava de\u011fi\u015fimleri vin\u00e7 operasyonlar\u0131n\u0131 do\u011frudan tehdit etmektedir. R\u00fczgar h\u0131z\u0131n\u0131n izin verilen e\u015fi\u011fi (genellikle 10-14 m\/s) a\u015fmas\u0131 durumunda operasyona devam edilmesi, kule vin\u00e7lerde ya da b\u00fcy\u00fck mobil vin\u00e7lerde felaket sonu\u00e7lar do\u011furabilmektedir.<\/p>\n<p>Hava ve \u00e7evre fakt\u00f6rlerinden kaynaklanan riskler:<\/p>\n<ul>\n<li>Y\u00fcksek r\u00fczgar h\u0131z\u0131 (r\u00fczgar y\u00fck\u00fc hesab\u0131 yap\u0131lmadan operasyon)<\/li>\n<li>Sis, ya\u011fmur ya da don nedeniyle azalan g\u00f6r\u00fc\u015f mesafesi ve kaygan y\u00fczeyler<\/li>\n<li>Y\u0131ld\u0131r\u0131m riski (metal vin\u00e7 g\u00f6vdesi iletkendir)<\/li>\n<li>Y\u00fcksek s\u0131cakl\u0131kta metal yorulmas\u0131 ve hidrolik ya\u011f viskozite de\u011fi\u015fimi<\/li>\n<li>Toz f\u0131rt\u0131nalar\u0131 ve g\u00f6r\u00fc\u015f kayb\u0131<\/li>\n<\/ul>\n<p>Operat\u00f6rler, her vardiya \u00f6ncesinde yerel meteoroloji tahminlerini kontrol etmeli ve vincin teknik \u015fartnamesindeki hava ko\u015fulu limitlerini bilmelidir. \u015e\u00fcpheli hava ko\u015fullar\u0131nda operasyonu durdurmak, h\u0131zl\u0131 tamamlamaya \u00e7al\u0131\u015fmaktan \u00e7ok daha g\u00fcvenli ve ekonomik bir karard\u0131r.<\/p>\n<h2>7. \u0130leti\u015fim Eksikli\u011fi ve Sinyalci Hatas\u0131<\/h2>\n<p>B\u00fcy\u00fck kald\u0131rma operasyonlar\u0131nda, operat\u00f6r\u00fcn g\u00f6r\u00fc\u015f alan\u0131 d\u0131\u015f\u0131nda kalan b\u00f6lgelerde y\u00fcklerin y\u00f6nlendirilmesi i\u00e7in e\u011fitimli sinyalci (rigger) kullan\u0131m\u0131 zorunludur. T\u00fcrkiye&#8217;de pek \u00e7ok in\u015faat sahas\u0131nda ya sinyalci hi\u00e7 kullan\u0131lmamakta ya da bu g\u00f6revi \u00fcstlenen ki\u015finin yeterli e\u011fitime sahip olmad\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.
