T\u00fcrkiye&#8217;de de her y\u0131l onlarca in\u015faat i\u015f\u00e7isi, yetersiz ki\u015fisel koruyucu ekipman veya hatal\u0131 g\u00fcvenlik sistemleri nedeniyle hayat\u0131n\u0131 kaybetmekte ya da a\u011f\u0131r yaralanmaktad\u0131r. <strong>Ya\u015fam hatt\u0131 sistemleri<\/strong> ve <em>kefalet (fall arrest) sistemleri<\/em>, bu t\u00fcr facialar\u0131n \u00f6n\u00fcne ge\u00e7mek i\u00e7in tasarlanm\u0131\u015f m\u00fchendislik \u00e7\u00f6z\u00fcmleridir. Bu makalede, s\u00f6z konusu sistemlerin teknik \u00f6zelliklerini, standartlar\u0131n\u0131 ve do\u011fru kullan\u0131m y\u00f6ntemlerini kapsaml\u0131 bi\u00e7imde ele alaca\u011f\u0131z.<\/p>\n<p>Y\u00fcksekte \u00e7al\u0131\u015fma, 2 metreden itibaren &#8220;y\u00fcksekte \u00e7al\u0131\u015fma&#8221; olarak tan\u0131mlanmakta ve \u00f6zel g\u00fcvenlik \u00f6nlemleri gerektirmektedir. \u0130n\u015faat \u015fantiyeleri; iskele \u00e7al\u0131\u015fmalar\u0131, \u00e7at\u0131 uygulamalar\u0131, asma kat d\u00f6\u015femeleri ve zemin delikleri gibi \u00e7ok say\u0131da d\u00fc\u015fme riski bar\u0131nd\u0131rmaktad\u0131r. Do\u011fru se\u00e7ilmi\u015f ve do\u011fru monte edilmi\u015f <a href=\"https:\/\/celik-halat.com\">\u00e7elik halat<\/a> tabanl\u0131 ya\u015fam hatt\u0131 sistemleri, bu riskleri kontrol alt\u0131na alman\u0131n en etkili yollar\u0131ndan biridir.<\/p>\n<h2>Y\u00fcksekten D\u00fc\u015fme Kazalar\u0131: \u0130statistikler ve Ger\u00e7ekler<\/h2>\n<p>Uluslararas\u0131 \u00c7al\u0131\u015fma \u00d6rg\u00fct\u00fc (ILO) verilerine g\u00f6re, i\u015f kazas\u0131na ba\u011fl\u0131 \u00f6l\u00fcmlerin yakla\u015f\u0131k y\u00fczde otuz be\u015fi y\u00fcksekten d\u00fc\u015fme sonucu ya\u015fanmaktad\u0131r. \u0130n\u015faat sekt\u00f6r\u00fc, bu istatisti\u011fin en a\u011f\u0131r y\u00fck\u00fcn\u00fc ta\u015f\u0131yan sekt\u00f6r\u00fcn ba\u015f\u0131nda gelmektedir. T\u00fcrkiye&#8217;de Sosyal G\u00fcvenlik Kurumu (SGK) kay\u0131tlar\u0131 incelendi\u011finde, in\u015faat sekt\u00f6r\u00fcnde ya\u015fanan \u00f6l\u00fcml\u00fc i\u015f kazalar\u0131n\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011funun y\u00fcksekten d\u00fc\u015fme kaynakl\u0131 oldu\u011fu g\u00f6r\u00fclmektedir.<\/p>\n<p>D\u00fc\u015fme kazalar\u0131n\u0131n yaln\u0131zca \u00f6l\u00fcmle sonu\u00e7lanmad\u0131\u011f\u0131n\u0131 da vurgulamak gerekir. Omurga k\u0131r\u0131klar\u0131, kafa travmalar\u0131, pelvis k\u0131r\u0131klar\u0131 ve \u00e7oklu organ hasar\u0131 gibi kal\u0131c\u0131 sakatl\u0131\u011fa yol a\u00e7an yaralanmalar, i\u015f g\u00fcc\u00fc kayb\u0131 ve uzun s\u00fcreli rehabilitasyon s\u00fcre\u00e7leri anlam\u0131na gelmektedir. Bu durum hem i\u015f\u00e7i hem de i\u015fveren a\u00e7\u0131s\u0131ndan a\u011f\u0131r ekonomik ve insani bedeller do\u011furmaktad\u0131r.<\/p>\n<p>Ara\u015ft\u0131rmalar, y\u00fcksekten d\u00fc\u015fme kazalar\u0131n\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011funun <strong>\u00f6nlenebilir nitelikte<\/strong> oldu\u011funu ortaya koymaktad\u0131r. Uygun ki\u015fisel koruyucu donan\u0131m (KKD) kullan\u0131m\u0131, yeterli e\u011fitim ve do\u011fru kurulmu\u015f g\u00fcvenlik sistemleri, bu kazalar\u0131 dramatik bi\u00e7imde azaltmaktad\u0131r.<\/p>\n<h2>Ya\u015fam Hatt\u0131 Sistemi Nedir ve Nas\u0131l \u00c7al\u0131\u015f\u0131r?<\/h2>\n<p><em>Ya\u015fam hatt\u0131 sistemi<\/em> (lifeline system), y\u00fcksekte \u00e7al\u0131\u015fan ki\u015finin bir ba\u011flant\u0131 noktas\u0131na sabitlenmesini sa\u011flayan, d\u00fc\u015fme durumunda hareketi s\u0131n\u0131rland\u0131ran veya tamamen durduran yatay ya da dikey hat sistemleridir. Sistem; <strong>sabit ankraj noktalar\u0131<\/strong>, <strong>\u00e7elik halat veya tekstil halat\u0131<\/strong>, <strong>ray sistemleri<\/strong> ve <strong>ba\u011flant\u0131 elemanlar\u0131ndan<\/strong> olu\u015fur.<\/p>\n<p>Ya\u015fam hatlar\u0131 iki temel kategoriye ayr\u0131l\u0131r:<\/p>\n<ul>\n<li><strong>Yatay ya\u015fam hatlar\u0131:<\/strong> Yatay d\u00fczlemde uzanan ve \u00e7al\u0131\u015fan\u0131n belirli bir alanda hareket etmesine olanak tan\u0131yan sistemlerdir. \u0130skele \u00fcst\u00fc, \u00e7at\u0131 y\u00fczeyleri ve k\u00f6pr\u00fc-viyad\u00fck \u00e7al\u0131\u015fmalar\u0131nda yayg\u0131n kullan\u0131l\u0131r.<\/li>\n<li><strong>Dikey ya\u015fam hatlar\u0131:<\/strong> Merdiven veya kule tipi yap\u0131lar gibi dikey y\u00fczeylerde kullan\u0131lan, yukar\u0131-a\u015fa\u011f\u0131 harekete olanak sa\u011flayan sistemlerdir. Halat gerilimi, enerji absorpsiyonu ve ankraj y\u00fck kapasitesi; sistemin g\u00fcvenli\u011fini do\u011frudan belirleyen parametrelerdir.<\/p>\n<h2>Kefalet (Fall Arrest) Sistemi Bile\u015fenleri<\/h2>\n<p><em>Kefalet sistemi<\/em> (personal fall arrest system \u2014 PFAS), d\u00fc\u015fmenin ger\u00e7ekle\u015fmesini engelleyemeyen durumlarda devreye girerek d\u00fc\u015fmeyi durdurmay\u0131 hedefler. Kefalet sistemi \u00fc\u00e7 ana bile\u015fenden olu\u015fur:<\/p>\n<h3>1. Ankraj Noktas\u0131<\/h3>\n<p>Ankraj noktas\u0131, t\u00fcm sistemin ba\u011fland\u0131\u011f\u0131 yap\u0131sal elemand\u0131r. EN 795 standard\u0131na g\u00f6re bir ankraj noktas\u0131, statik y\u00fck alt\u0131nda en az <strong>12 kN<\/strong> (yakla\u015f\u0131k 1200 kg) kuvvete dayan\u0131kl\u0131 olmal\u0131d\u0131r. Yap\u0131sal b\u00fct\u00fcnl\u00fc\u011f\u00fc sa\u011flanmam\u0131\u015f bir ankraj noktas\u0131na ba\u011flanan sistem, d\u00fc\u015fme an\u0131nda i\u015flevsiz hale gelebilir ve daha b\u00fcy\u00fck kazalara yol a\u00e7abilir.<\/p>\n<h3>2. Ba\u011flant\u0131 Hatt\u0131 ve Enerji Absorplay\u0131c\u0131s\u0131<\/h3>\n<p>Ba\u011flant\u0131 hatt\u0131; kanca, halat veya \u015ferit banttan olu\u015fabilir. <em>Enerji absorplay\u0131c\u0131s\u0131<\/em> (y\u0131rt\u0131lma paketi olarak da bilinir), d\u00fc\u015fme s\u0131ras\u0131nda olu\u015fan kuvveti s\u00f6kerek \u00e7al\u0131\u015fana iletilen darbeyi EN 355 standard\u0131 gere\u011fi <strong>6 kN&#8217;nin alt\u0131nda<\/strong> tutmay\u0131 sa\u011flar. Bu sayede i\u00e7 organ hasar\u0131 ve omurga k\u0131r\u0131\u011f\u0131 riski azalt\u0131l\u0131r.<\/p>\n<h3>3. Tam V\u00fccut Emniyet Kemeri<\/h3>\n<p>Kefalet sisteminin son halkas\u0131, EN 361 standard\u0131na uygun tam v\u00fccut emniyet kemeridir. Bel kemeri veya tek noktadan ba\u011flanan g\u00f6\u011f\u00fcs kemerleri kefalet sisteminde kullan\u0131lmaz; yaln\u0131zca tam v\u00fccut kemerleri kabul edilebilir. Kemerin s\u0131rt b\u00f6lgesindeki <strong>D halkas\u0131<\/strong>, kefalet sisteminin ba\u011flant\u0131 noktas\u0131d\u0131r.<\/p>\n<h2>Teknik Standartlar ve Yasal Mevzuat<\/h2>\n<p>T\u00fcrkiye&#8217;de y\u00fcksekte \u00e7al\u0131\u015fma g\u00fcvenli\u011fi, ba\u015fta <strong>\u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Y\u00f6netmeli\u011fi<\/strong> (6331 say\u0131l\u0131 Kanun) ve <strong>Yap\u0131 \u0130\u015flerinde \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Y\u00f6netmeli\u011fi<\/strong> (\u0130SG-KAT\u0130P sistemi) olmak \u00fczere birden fazla mevzuatla d\u00fczenlenmektedir. Sahadaki ekipmanlar\u0131n CE i\u015fareti ta\u015f\u0131mas\u0131 ve imalat\u00e7\u0131 teknik dosyas\u0131n\u0131n mevcut olmas\u0131 yasal zorunluluktur. \u0130\u015fverenler; her kullan\u0131m \u00f6ncesi, d\u00fc\u015fme sonras\u0131 ve periyodik aral\u0131klarla (en az y\u0131lda bir) ekipman denetimi yapt\u0131rmakla y\u00fck\u00fcml\u00fcd\u00fcr.<\/p>\n<h2>\u00c7elik Halat Tabanl\u0131 Ya\u015fam Hatt\u0131 Kurulumu: Dikkat Edilmesi Gereken Noktalar<\/h2>\n<p>Ya\u015fam hatt\u0131 kurulumu, rastgele ger\u00e7ekle\u015ftirilebilecek bir i\u015flem de\u011fildir. Yanl\u0131\u015f kurulum, sistemin hi\u00e7 olmamas\u0131ndan daha tehlikeli sonu\u00e7lar do\u011furabilir.
